Students and Personal Electronic Devices- What You Need to Know

Beginning in the 2025-2026 academic year, all public schools in New York State must implement and enforce policies that prohibit the use of internet-enabled devices throughout the school day, from the start of classes until dismissal. While we recognize that personal internet-enabled devices serve as valuable tools for communication and information access, their use during the school day can disrupt instruction, detract from learning, and contribute to challenges such as cyberbullying. Through the implementation of this policy, we aim to:

  • Improve student focus and concentration during class.

  • Minimize distractions and disruptions to the learning process.

  • Reduce instances of cyberbullying and other inappropriate online interactions.

  • Promote more meaningful interactions between students and staff.

Overview of Policy Expectations

“Personal Internet-Enabled Devices” for purposes of this policy include smartphones, tablets, smartwatches, earbuds, or other devices capable of connecting to the internet/social media applications. (This policy does not apply to or prohibit the appropriate use during the school day of internet-enabled devices provided by the District).

Enforcement

Per NYS law and district policy, TVCSD students are not permitted to use personal internet-enabled devices during the regular school day from “bell-to-bell,” or 8:10 a.m. – 2:45 p.m. for Secondary students and 8:10 a.m. – 2:53 p.m. for Elementary students.

Secondary: Student lockers will be provided for on-site storage during the school day. All personal internet-enabled devices need to be stored in lockers.

Elementary: All personal internet-enabled devices need to be stored in the student’s backpack or provided locker.
