Administrative Positions

 

  • Assistant Superintendent for Finance & Operations (Anticipated)

POSITION: The Assistant Superintendent for Finance and Operations assists the Superintendent of  Schools by providing oversight and leadership in all financial areas, including cash management,  purchasing, treasurer, accounting, financial statements, insurance claims, state aid reports, state aid claims, school budget, capital projects, financial audits, and real estate transactions. Also provides operational oversight of business office staff, food service operation, transportation, nursing, buildings and grounds, and Information Technology departments.  

Responsible to: Superintendent of Schools

QUALIFICATIONS: 

  • Appropriate New York State administrative certification. (SDA or SDL) Candidates with civil service status are also encouraged to apply.
  • At least five years of experience in education, and school business management preferred.
  • High-level communication and interpersonal skills.
  • An ability to interact positively with staff and members of the community.
  • Evidence of strong financial planning skills, knowledge of accounting practices, internal controls and financial control systems, excellent collaboration skills, and comprehensive technology skills.
  • An understanding of or experience in administering district cash management, debt management, and investment practices, purchasing systems, as well as fiscal oversight and accountability, food service, student transportation, and building and grounds programs.
  • Successful leadership in initiating, evaluating, and upgrading school financial operating practices and systems, including the use of new software and technology.
  • Substantial knowledge and experience in budgeting and managing a self-funded medical insurance plan.
  • Substantial experience with the development and oversight of school operating budgets,  along with community presentations of financial data.
  • Strong knowledge of New York State aid formulas and completion of state financial reports.

DUTIES: 

  • Coordinate and manage the financial planning for the District.
  • Coordinate and direct the budget control function of the District.
  • Assist with data collection and negotiations in the collective bargaining process. 
  • Direct the District’s cash management program.
  • Respond to audit concerns and coordinate the District’s response to criticism.
  • Coordinate budget, accounting, billing, and collection control procedures.
  • Provide funding advice for Capital Improvement and Debt Service Programs.
  • Initiate and maintain a system of internal controls to safeguard the assets of the District and provide the highest level of accountability.
  • Provides managerial oversight and supervision of the Transportation, Buildings & Grounds,  Food Service, Purchasing and Accounting, Information Technology, and Nursing departments.
  • Establish and develop an up-to-date integrated system of financial accounting that meets the requirements of the independent auditors and the New York State Department of Education.
  • Prepare Finance and Business Services agenda items of routine and priority nature for the  Board of Education.
  • Assist in developing School Board rules as they relate to purchasing, payroll and all fiscal matters.
  • Maintain effective community relations and interpret financial matters to the community.
  • Advise and assist the Superintendent and School Board on budgets, accounting policies and various fiscal matters.
  • Present monthly statements to the School Board in the form of the Finance Agenda.
  • Represent the District at state and regional finance meetings.
  • Interface with school administrators, staff attorneys, state agencies, Internal Revenue Service,  union representatives, and auditors.
  • Attend state and regional meetings to stay abreast of changing laws and requirements. 
  • Promote and support professional growth for self and others.
  • Develop annual goals and objectives for areas of responsibility.
  • Supervise assigned personnel, conduct annual performance appraisals and make recommendations for appropriate employment action.
  • Make annual budget preparations and presentations.
  • Provide information to the Superintendent and the Board of Education on the financial status of the District when required or requested.
  • Assist in the development of Board of Education policies and revisions.
  • Direct and coordinate the planning, implementation, and evaluation of all non-instructional services.
  • Direct the preparation and administration of the annual School District budget.
  • Direct the preparation of financial reports and statements to schools, the District, the state, and the federal government.
  • Perform other duties as assigned by the Superintendent of Schools. 
  • May serve as purchasing agent and district clerk.
